In an effort to stop spam, Newbies will not be able to crate new topic threads. The only exception to this is the Nanashimai Gakuen board where they still can create an intro topic. Other wise for 5 posts newbies can only reply to others posts. Once one hits more then 5 you become a Less Newbie and should be able to create your own topic threads.
